various distribution fixes:

 - README was missing from the dist, add it in
 - exclude build junk from the MANIFEST
 - added a test to make our MANIFEST is complete
 - sort the MANIFEST case-insensitively, since EU::Manifest::mkmanifest
   likes it that way
